How to import tissue paper into Nepal from India

Nepal imports most of its tissue, and most of it comes by road from India. For an importer in Biratnagar, Itahari, Dharan, Janakpur or Birgunj, the questions are the same every time: which factory, which route, which documents and how long. This guide answers them from the exporter's side.

The route

For eastern Nepal, the Jogbani (Araria, Bihar) to Biratnagar (Morang) crossing is the main road entry. Goods are trucked from the factory to Jogbani, cleared through Indian customs, then cleared into Nepal at Biratnagar. Documents the Indian exporter provides

  • Commercial invoice and packing list.
  • Export documents under the exporter's Importer Exporter Code (IEC).
  • Letter of Undertaking (LUT) details, which allow the export to ship without Indian IGST.
  • Transport documents for the truck.
  • Any certificate of origin or product information the Nepali side asks for.

The importer handles Nepal customs declaration and duties on arrival, usually through a customs agent at Biratnagar.

What to order first

Most importers start with retail packets of hard and soft tissue, which sell through general trade quickly, then add napkins and kitchen rolls for hotels and restaurants. Converters in Nepal can buy jumbo reels and finish locally. Importers who want their own brand can take private label.
